There is a property on shadow-casting lights in the Creation Kit called Shadow Bias, and this problem arises when that value is set too low. Some of the vanilla interiors do not have the proper value set and thus causes this striping. Enhanced Lights and FX (ELFX) fixes all of these. FSunUpdateThreshold sets the time between sun-shadow transitions. A value of 0.05 is equal to 1 second.
